The short answer is yes, you can use google maps with flash. There is an api from google at http://code.google.com/apis/maps/documentation/flash/. If you are familiar with flash builder (formerly known as flex builder), it's pretty straight forward. There are a lot of examples on the web, including a tutorial available at http://tnatlas2.geog.utk.edu/tutorhome.
