section 3.1 panning says map.disableDragging()

For the flash question there's this
http://help.adobe.com/en_US/FlashPlatform/reference/actionscript/3/flash/ui/ContextMenu.html#includeExamplesSummary
but you can't remove the settings option, you can get around this by
writing Javascript to intercept the mouse click but this has mixed
mileage based on the browser I haven't found a full on solution for
all possible platforms.
