You have to enable it, in the map ready handler call 
myMap.enableScrollWheelZoom()

also you may have issues with different browsers regarding how the scroll 
wheel event is propagated to the flash plugin (and what actual values are 
sent may require normalizing).  To see more on this just stupid issue check

Can the world not come to agreement on any standard, for (fill in your 
favorite four letter word)s sake, sorry nothing directed at you just 
ranting.  I vote we destroy all the hardware come up with a democratic plan 
and then start again :).
