Why do you want to change the index?

If your overlays overlap and you want to control what's on top you can
use bringToTop (http://code.google.com/apis/maps/documentation/flash/
reference.html#IPane.bringToTop), although if you have "sets" of
overlays which move together, you may be better off using seperate
IPanes.

If you've got a different reason to change indicies, give a bit more
detail and I'll try to be more helpful can't think of one right now.
