I've got my own flavor of this overlay as well, but I think this one is the 
barest most performant I've seen (and took quite a few ideas from Jonathan 
for my own implementation, including his method for determining the mouse 
over events, basically his suggestion and what I did is to calculate the 
local mouse distance to each marker on a mouse over event of the overlay 
[since it's just one big object] and bring up/use data from the closest 
marker for click events etc.)  His things are here:

If you'd like the mouseover and clustering (from Kevin Luck's site) as well 
you can start with my version, but please test early and if you make 
optimizations I'd love to hear about them so I can modify my version.

Neither of these really deal with polygons so it'd be a nice addition if you 
added that code and are able to post it please drop a link here for 
reference.  In theory everything you stated sounds like a good plan to me.

When doing this one thing to watch out for is the size of the drawings at 
deep zoom levels (I found my lines got crazy once I got about 32768 pixels 
of separation between the start and end point so had to make it interpolate 
the line at that point).
