You apparently aren't allowed to cache the tiles, (this makes sense since 
that is intellectual property that is owned by whomever has that atlas data 
or imagery).  Found a stackoverflow where this was being discussed and this 
was suggested: openstreetmap.org.  Original post here:

Perhaps consider using some other service to get the tiles into your 
application, or else come up with some other UI solution where you can allow 
the map to load in the background before it's actually called upon by the 
user.  Sorry for not having an easy yes answer for ya.
