There might be a few things going on, the API may be suffering some temporary issues (I've seen threads about this in the past), or else it may be that you're believed to be violating the terms of use or attempting a denial of service attack on the geocoding service (though I assume this is not your intention they're rather touchy about this, you have to space out the requests if you're doing a large number of requests, it's best to cache the data you can into your own db or otherwise to avoid this issue, I believe premiere customers also get raised limits).
