Hi Carlos,
You can dynamically add the map to the stage via AS3.  In your 
creationComplete of your component that will contain the map you can have it 
do a URLRequest to a URL you know to always be available (take for example 
www.google.com) as long as a valid response and not a fault comes back from 
the URLRequest load (use a URLLoader to achieve this) then you'll know that 
the internet is connected and you can have it create and add the map 
component, otherwise you can have it create and load an information dialog 
letting the user know they must have an internet connection to use the 
feature.

If this doesn't auto-translate like yours did for me from Spanish to English 
use translate.google.com and ask questions if something doesn't make sense.
