I believe that the tile service block and the geocoding quota are
entirely separate.

One thing that will earn you a tile service block very quickly these
days is to fetch old tiles. For example, the current satellite tiles are
v=30. The v=29 tiles all still exist, but if you've done something that
causes your map to use the v=29 tiles (such as using an old saved
version of the maps loader code) you'll get blocked in a few minutes.
