I think this one statement clearly means your site will break the API
terms of use.

So by you saying that no one will be able to access it immediately
goes against this statement.
By "if the purpose of the password protected map is to enhance the
publicly available map" I take it that the map is visible to everyone,
but you get more information once logged in with a password, or you
can change the information.
