Have you tried performing Ctrl-Shift-Refresh on a map page to force MSIE 
to ignore the corrupt copy of the API code that it's holding in its 
cache?

If MSIE fails while fetching the loader code, it aggressively caches the 
broken data, and ignores the information that Google put in the header 
to prevent it being cached.
