Yes, but CSI in Las Vegas or Miami wouldn't be able to operate in Australia. The normal course of action where I am in the UK would be to report a Fail To Stop Accident to the police and your insurers. If you have some evidence on Google's Streetview, so much the better. But I doubt that Google would (a) be irresponsible enough to crash into your car and drive off; (b) publish the evidence on the internet. At best, the "evidence" would appear to be circumstantial. I don't think this has much to do with the API either, although I can understand the frustration of having your parked car damaged by someone who drives off. It's happened to me too.
