It looks like it's a feature of Google Sites. Sites allows real browsers 
to access the contents, but it doesn't seem to allow servers to read the 
contents.

maps.google.com and the Galdos validator say that they can't read the 
content of the file.

I used a real browser to copy your file to Googlepages site, and it 
works fine from there:
http://maps.google.com/maps?q=http://econym2.googlepages.com/20080831.kmz

The Galdos KML validator reads this copy of the file, but reports
6 errors, 2 recommendations and 136 suggestions.
