The tiles get redrawn about 4 times a year, however it may be several years before the Tele Atlas survey team revisits a particular area. My part of Blackpool has been re-surveyed once since Google Maps started.
I can tell by the fact that it took several years for Faraday Way (FY2 0JH) to be built. I think work started in 1999 and finished in early 2005. (I don't know the exact date, but there were complaints about the bus service along it in April 2005). Prior to May 2006 the Google tiles didn't include it at all. The Google tiles since May 2006 show it almost complete but with a gap where it now crosses Robins Lane, so the survey would have probably been in late 2004. Unless someone comes out and performs a new survey you don't see any new roads.
