As far as I can see, the ll and spn provide insufficient bias to cause 
the API geocoder to return E18 Norway rather than E18 London.

And adding &ql=no doesn't either.

I think the only way to do it is "&q=E18+Norway" rather than just 
"&q=E18", in which case you don't need the ll and spn.
