So if you are not using a key they you are not using the API, and so
the ToU applies from Google Maps/Local. And that is even less liberal
what you can do with it.

When you use a key, you're using the API. When you don't use a key,
you're not using the API. The API and Google Maps use different
geocoders, so the results may differ between them.
