Often the provincial and even sub-district boundaries are part of the
google earth tileset. Netherlands is a small country and by creating
your own set you can control the density of the points. Often one
needs to reduce the size of shapefiles for scalability issues. There
is an online shapefile reducer you can file if you google it.
