I had to build my own also:

It manages approximately 10,000 common boundaries shared by 3110 US
counties (except for Alaska & Hawaii). Individual compressed files
are loaded using JSON. Complete polys are built from common boundary
segments. The segments are short enough to work at all zoom levels
without encoding zoom level strings. The API will not render any
segments off screen.
