Getting an Enterprise licence will not help.
That message is generated by the Javascript running in your browser,
and has nothing to do with what Google send you.
It's basically saying that YOUR script is taking too long to finish
processing.
1330 polygons is far too many for the API to handle.
You can either simplify your polygons, or use a tile overlay instead.
