It is certainly possible to find folks to do freelance development for you via this group (though I think developers all prefer major jobs) Your best bet is to come up with a fairly complete description of the task ... it is perhaps not as small as you think ... Do you already have a database? Are you wanting tools for users/admins to create and enter the data that back ends it? ...and there are probably quite a few questions more.
