You don't need a map, but Google do require you to provide a div into 
which the route details and the warning message can be placed. There's 
some sort of legal liability reason why the warning must be displayed.

Technically, you could display the details in a hidden div.

Legally, the Terms only give you permission to obtain the routing 
information if you ultimately intend to display it on a Google map.
