For cities in countries for which Google don't have a full geocoding 
service, they tend to follow the data from the official US list of 
international place names. That list includes Ibom and Anambra but, 
oddly, it doesn't have lat/lng coordinates for them. It doesn't include 
Bayelsa.

Any other geocoding service that works from the same list would be 
expected to exhibit the same effect.
