It's clear from Section 1.1 of the Terms of Use that you will need an
Enterprise/Premier licence.

"The API may be used only for services that are generally accessible
to consumers without charge. Accordingly, You may not use the API for
any service that requires a subscription or other restricted access,
or for which a fee is charged."

VPN/intranets or similar are definitely "restricted access", so you
can't use the free API.

[Admittedly it would probably be helpful if the TOU differentiated
between the free API and Premier API. One for Pamela to take up...]
