Until recently, one API key (free or Enterprise) was tied to a single domain, so if you bought one key you could only use it on one domain. All the kerfuffle about "The Google Maps API server rejected your request." had something to do with a change in the management of multiple Enterprise domains, so perhaps they were working on something that would allow one key to work on multiple domains. The only way to find out is to bring it up when you negotiate your Enterprise contact.
