Research a little,

French characters encode fine to utf-8.
you have to actually make them in utf8. unless somebody is making
the page for you?  your claim is incorrect... maybe it is
correct to say you dont know how... to make your page
utf-8,

By the way first I change a documents markup to say it is utf8
then  I use a fancy program called "notepad" to save the page and
choose
the encoding utf8 in the dialog.

This is sometimes required because most web servers always
say xml is utf8 ... even when it isnt and that really upsets Internet
Explorer...other more intelligent browsers who actually support
xml dont have hat problem.
