You can view the source. The code that does it is in 
addBorderOverlays().

Hint: Don't make the borders too large if you've got clickable overlays 
on you map. Even the transparent parts of the GScreenOverlay()s eat the 
clicks.

E.g. in that example the writing on the map are clickable overlays. If 
you move the map so that the writing is near the edge, then the clicks 
don't work.
