Yes, javascript programming. :-)
It should not be too difficult to implement.
You could create a selection control for the user to indicate which
points he/she wants to affect by dragging a selection rectangle, and
then when any of those poits is dragged, calculate the deltaLat and
deltaLon of that point and and apply the change to all selected
points.
