You may be able to do that, but the Terms of Service require you to use the API in a publicly-accessible website (ie client-side). It's not particularly difficult, and there needs to be some interaction with the client in any case because they are entering their location (which you could send back to the server if you needed it, once you've calculated the distance client-side). Your wish to do it server-side may account for the developer's quoted cost: perhaps it includes paid-for data as you can't use Google's free data server-side.
