Oh yes it is. Just because you don't tell people where to find it doesn't stop it being generally accessible. Eg: you might not publish your name and address in the electoral register or the phone book, which makes it difficult to find your house. But your house is generally accessible if you know where to look. Using an unpublished public URL is within the letter and the spirit of the TOS. Using a private non-public test server isn't. However, I agree that (for the reasons you give) a test server is or should be ok and, subject to Mike's caveat about private IP addresses, you should be able to use a key for it.
