There's no support within the Google Maps API itself. You need to obtain the data from somewhere and plot it yourself.
Displaying all the US state boundaries is just about acceptable using polygons, see http://econym.org.uk/gmap/example_states2.htm but notice how sluggish it gets when you zoom or pan the map in your least favourite browser. The more polygon data there is, the more sluggish the map will become.
