The problem is that the companies that provide the map data for Google and Yahoo and MS Live Local, etc. are also in the business of selling vehicle tracking and fleet management products. They spent a lot of time and effort collecting the map data, and probably aren't too keen on allowing you to obtain permission to use their own data cheaply to directly compete with their products.
