I agree that TIGER-based geocoding is free. I do not agree that it is "good." That is part of where the value-added map vendors such as Tele Atlas, NAVTEQ and their partners earn their money. The public- domain stuff has too many errors.
If this is web site for business use, the developers would be well advised to seek a commercial batch-geocoding solution and write a check.
