I think you're confusing Goole Earth API with Google Earth.

The Google Earth API allows you to obtain some of the functionality of 
Google Earth on a web page. But you gave the impression that you wanted 
something that would work on the desktop.

If you're trying to develop a web-based application, use Google Maps 
API. If you want something that works on the desktop, use Google Earth.
