Click on the picture in the info bubble to open up the Panoramio page. On the right hand side, near the bottom, under photo details there might be a link that says "Extra information." Click this and details about the photo will appear, sometimes including the date and time it was taken. If you don't see this info on a particular photo, it's probably not available.
