Who's Jeff? Anyway, yes it's true: if you are using Google data, you can only display it using the API, which means using a publicly available webpage. The exemption for file: protocol and localhost server-name is purely for testing purposes. See the first three paragraphs of 1.1 Description of Service: http://code.google.com/apis/maps/terms.html In my opinion, we are getting way too many queries of this nature and it may cause Google to disallow file:// and any server name which can't be resolved to a public IP address.
