As well as hl=ru in the API string to output Russian, you need
oe=windows-1251 to ensure that it is handled correctly. It's difficult
handling Cyrillic when my IE is set up for English: I have to set it
explicitly for Cyrillic text (and then the page appears and the map is
fine, using oe=windows-1251).
