The way I read the terms the maps can be used with user privileges, etc., as long the users don't have to pay for this service: "Your service must be freely accessible to end users." "1.4 Appropriate Conduct and Prohibited Uses. The Service may be used only for services that are generally accessible to consumers without charge."
So when getting an account at your website is free of charge and you don't make money with the maps directly it should be fine. Otherwise: The only "alternative" I know of is "Google Maps API Premier" (http:// www.google.com/enterprise/maps/), but they say something about "starting from $10.000 a year", but you might get it cheaper if you only have a tiny shop with low traffic.
