Yes. You should be careful NOT to use your own Google account to get each key though. Have your customers get a Google account and use that to generate their key. (Just so that if Google take a dislike to one of your sites, they don't take down all of them by disabling a single account) For your question: think of it as supplying a TV aerial. You charge for the supply, fitting and maintenance of the aerial, but not for the TV programmes your clients watch. Same for supplying and maintaining a webpage which makes it possible to use a Google map.
