After spending some more time with this problem, I used the CSS from an example, and lo and behold, the ExtInfoWindow appeared in the correct location. I still don't know why the [minimal] styling that I was using was causing the ExtInfoWindow to open in the wrong location, though. But, at least the problem is fixed.
