Now my problem is: The map.openInfoWindowHtml seems to be wrong with
default zoom (i means smallest map). for example, when I moved mouse
over polygon #1 it's opacity changed (OK), but when I clicked on
polygon #1 the infoWindowHtml show the HTML of polygon #2 which near
polygon #1.

Do you see 3 areas which colour RED?, their IDs is: TT1, TT2, TT3
(land ID). As I said, TT1 is polygon #1, TT2 is polygon #2. You can
check what's happening.
