I am not sure I understand your requirements.
If you are simply trying to stitch tiles together without JavaScript,
look at:
http://terraserver.microsoft.com
It is approximately ten years old. It uses tables. It will work with
extremely primative browsers.
If you are attempting to overlay a static map with your partially
transparent custom tiles, you must deal with clipping & alignment.
