That's not the case at the moment. There's a general tendency for the 
accuracy numbers to decrease, but:

If you click close to a bus stop, but not actually on one, then you can 
get the street address first (with accuracy possibly as low as 6) 
followed by one or more accuracy 9 bus stops.

In rural areas, Placemarks of accuracy 3 and 4 seem to be ordered by 
nearness rather than by accuracy.

US School districts, oddly, have accuracy 1, but they appear quite early 
in the list.

Some geographical features (possibly just those coloured bright green) 
like "Yellowstone National Park", have accuracy 9, but appear quite a 
long way down the list. (If your target point is anywhere inside 
Yellowstone National Park, then you get an accuracy 9 Placemark 
somewhere in the list.

Some geographical features (possibly just lakes) like "Jackson Lake, 
United States", have accuracy 1, but if your target point is in the 
middle of that lake, you get that accuracy 1 Placemark at the top of the 
list.
