There are those who claim that data developed with public funds belongs in the public domain, for example here http://www.buncombecounty.org/governing/depts/GIS/disclaimer.htm Quote: "This data has been developed using public funds. The data is therefore in the public domain" I have seen similar statements from organizations in Italy, but I can't find the links just now.
