I don't believe it's against the TOS -- or rather, the new TOS; it was
ok with the previous version and I can't find anything changing that
in the new version. You do need to be sure that the "containing" site
doesn't violate Google's terms though, and you can't charge the
"containing" site for your map. You may need to write your own Terms
of Use.

Since you're in the UK you should probably read the sticky thread
about the TOS changes together with the other threads and tracked
issue it references.
