It looks like this is OK as far as 9.1 goes, because you're not
*requiring* users to pay a fee to get the maps, but I think it falls
foul of 10.4: "You must not charge users or any other third party any
fee for the use of the Maps API Implementation, the Service, or the
Content". If the simple advantage of the Pro version is the maps
implementation having more than one map, and there is no other reason
to pay, then you are charging for a particular implementation of the
API. If there were some other reason to pay then you *might* be able
to argue that you're not charging for the use of the Maps API
implementation; but even that is doubtful -- if you're not charging
for that, you could offer it to the free users.
