Define a polygon the shape of the USA with an Arizona-shape hole as
blue; define a polygon the shape of Arizona with a Phoenix-shape hole
as yellow; define a polygon the shape of Phoenix as red.

You need to use encoded polygons to define holes, and you will need to
get the boundary data from elsewhere. The API doesn't provide shapes
for you. Check the documentation and search the Group for encoded
polygons.
