Thanks, but if I step through my java code it works. It is as if it will only do a certain amount of requests and then block. I have a loop going through addresses in a database to try and get all the geocodes for them. 1021 records in all. also the information i have for 403 code is this:
"403 Forbidden The server understood the request, but is refusing to fulfill it.
