That sounds like a bug in your email program. I can't see anything in 
the RFCs that allow an email client to prohibit the use of # in the 
subject.

None of the email clients on my machine prohibit #, and neither does 
gmail. Try using your gmail account to reply to the message. Copy and 
paste the subject from your broken email client.
