I was finally looking for an answer to this problem:

Probably my question was a bit misleading:

For me GM is nothing more than a "raster map tile" system at all. What 
do you mean by "vector data polygons"? Dynamically drawn polygons? Any 
sample available?


I simply don't understand, what the reason for the restriction above 
might be. Technically I think I can do both: Either draw some Polygons 
(vector objects) or create a tile overlay provider, which renders  and 
delivers map tiles. So the restriction must be set by law. Therefor I 
asked twice.
