Yes, I can confirm the bug you discovered.

I'd guess its a browser bug in Linux Firefox - not specially
restrichted to scroll wheel zoom. It seems that the events registered
to the subjacent elements are "shining through".

So I'd also guess that your workaround should work in all those cases.
